Should You Buy the Japan Rail Pass? Run This Sum First

The current prices, the break-even calculation, the discount tickets nobody mentions, and the one reason to buy the pass that has nothing to do with money.

The short version

The nationwide Japan Rail Pass used to be an obvious purchase. It is not any more, and the reason is price.

A 7-day ordinary pass cost ¥29,650 in 2023. It costs ¥50,000 today. From 1 October 2026 it costs ¥53,000.

That is a rise of roughly 79% in three years. The advice built around the old price has not caught up.

For a straightforward Tokyo–Kyoto–Osaka trip, the pass now loses. For a trip that runs the length of the country, it still wins. The only way to know which you have is to do the sum, and the sum takes ten minutes.

One time-limited detail. If you buy the Exchange Order on or before 30 September 2026, you pay the current price even if you travel later. On a 14-day ordinary pass that is ¥4,000 for doing nothing except buying six weeks earlier.

The break-even sum

Take your actual route. Write down every leg. Look up the point-to-point fare for each. Add them up. Compare the total against the pass.

That is the whole method. Here are the fares you need for the common legs.

Worked example one: the pass loses

Tokyo → Hakone → Kyoto → Osaka, 14 days.

The long legs are Tokyo to the Hakone area, Odawara to Kyoto, and Kyoto to Osaka. Even taking Tokyo to Kyoto direct as a proxy for the middle section, you are at roughly ¥15,000 to ¥20,000 of rail across the whole fortnight.

Against a 7-day pass at ¥50,000 — and you would need a 14-day pass at ¥80,000 to cover the trip — the pass loses by a wide margin.

Worked example two: the pass wins

That is a floor, not the real figure — the direct Hakata to Tokyo fare will be higher than the sum of its two segments quoted separately. Even at the floor, ¥58,140 beats a ¥50,000 pass, and it beats the ¥53,000 October price too.

The rule of thumb

Roughly four Tokyo–Kyoto-length journeys inside seven days is where the pass breaks even. Fewer than that, buy tickets. More than that, buy the pass.

Most two-week first trips to Japan do not hit four long legs, because most two-week first trips are Tokyo, one middle stop, Kyoto and Osaka.

The Nozomi problem

The pass still does not cover Nozomi or Mizuho, the fastest services on the Tokaido and Sanyo lines.

Since October 2023 you can buy a per-journey supplement. The price is the same whether you sit in Green Car, ordinary reserved or ordinary unreserved:

Across all station pairs the range is ¥2,530 to ¥9,460. Sold from one month before boarding.

Factor this in before you decide. A pass plus two Nozomi supplements is ¥50,000 plus ¥9,920. The Hikari service is 20 minutes slower on Tokyo–Kyoto and free with the pass, which is usually the right trade — but it is a trade, and the pass price does not include it.

The discount tickets nobody mentions

These are official JR West products for foreign passport holders. They are not passes, they are single tickets, and on the right legs they beat everything.

All require Temporary Visitor status and a foreign passport, shown at exchange. The HARUKA ticket is available year-round and includes a reserved seat.

The Shin-Osaka to Hakata saving of ¥3,850 is the single largest discretionary saving in Japanese rail travel that most visitors never take.

Regional passes

There is no regional pass covering Tokyo to Kyoto. JR Central's four tourist passes all cover detours off that corridor — Takayama, the Alpine Route, Ise-Kumano, Shizuoka — not the corridor itself. On a Tokyo-to-Osaka trip it is the nationwide pass or point-to-point tickets, and nothing in between.

Kansai Area Pass (JR West): 1 day ¥2,800, 2 days ¥4,800, 3 days ¥5,800, 4 days ¥7,000. Covers JR West conventional lines across Osaka, Kyoto, Kobe, Nara, Himeji and Wakayama, and includes non-reserved Haruka to and from Kansai Airport. Shinkansen is explicitly excluded.

Hokuriku Arch Pass: ¥35,000 adult from 14 March 2026, up from ¥30,000. Seven consecutive days, Tokyo through to Kansai via the northern arc. The Tokaido Shinkansen is excluded, which is the point — you go out one way and back the other.

The one non-financial reason to buy the pass

Flexibility. With a pass you walk onto a train. Without one you buy a ticket for a train.

If your trip involves a lot of unplanned day trips, or you genuinely do not know what you will do on day nine, that is worth something. Put a number on it and add it to the sum. It is often worth less than ¥20,000.

Buying and booking

Buy the pass on japanrailpass.net, not through a travel agency.

Only a pass bought online through the official site lets you reserve seats online before you land. Requires a passport and a credit card, and the reservation site runs 04:00 to 23:30 Japan time.

Reserved seats generally go on sale at 10:00 Japan time exactly one month before the departure date. Same calendar day of the preceding month. Consistent across JR Central, JR West and JR East.

The big exception is smartEX, the online reservation system for the Tokaido, Sanyo and Kyushu Shinkansen. It opens one year ahead, at 05:30 Japan time on the same date of the previous year. You can book from home before you fly, use a QR code at the gate, and change your booking free up to four minutes before departure. Its Hayatoku-28 discount runs up to 28 days ahead.

The Narita Express is covered by the Japan Rail Pass. The Tokyo Monorail from Haneda is too. The Skyliner and Nankai services are not.

Budgeting for the rest

What can be said with confidence: rail is a bigger line item than most people expect, and it is the one you can control by doing the sum.

Common mistakes

Buying the pass because everyone says to. The price has nearly doubled in three years and the advice has not updated.

Buying it through an agency. You lose online seat reservation.

Forgetting the Nozomi supplements. ¥4,960 each way on Tokyo–Kyoto.

Taking the Shinkansen from Kyoto to Osaka. ¥1,450 to Shin-Osaka against ¥580 to Osaka Station on the Special Rapid, and the Special Rapid is more central.

Missing the foreign-visitor one-way tickets. Especially Shin-Osaka to Hakata, where the saving is ¥3,850.

Using the Hakone Freepass price from a third-party guide. Hakone Navi's English pages have been serving pre-October-2025 prices. Odakyu's own site has the current ones: ¥7,100 for the 2-day from Shinjuku, plus a ¥1,200 Romancecar surcharge each way.

What needs checking before this is published

  • The 2023-to-2026 price history. The October 2023 rise took the 7-day ordinary from ¥29,650 to ¥33,610. The current price is ¥50,000. The intermediate increase is not documented in the sources found. Either verify it or state only the 2023 and 2026 figures.
  • JR Central's official fare table. All Shinkansen fares here are from japan-guide, not a first-party JR source. The official PDF returns a 404.
  • Reserved-seat fares. Only unreserved fares are cleanly published.
  • Haneda Monorail and Keikyu fares. Operators publish these only through interactive tools.
  • Kansai Area Pass effective date. No dateline on the page.
  • Hokuriku Arch Pass and Kansai Airport. The JR West page confirms Tokyo and Haneda are in the pass area but does not address KIX.
  • 2026 Nozomi peak periods when all seats are reserved. Published as an image by JR Central and unreadable. During those windows "just take the unreserved car" is wrong advice.
  • All accommodation and food budget figures. Not researched. Do not publish the table until filled.
  • Anny's call: whether to run the 1 October 2026 price rise as a time-limited hook. It expires on 30 September 2026.
